Affiliate Code of Conduct

  
 

The purpose of this Code of Conduct (pdf - 1.7MB) is to establish standards and conditions for interaction between ATCO Pipelines (the Utility) and its Affiliates within the ATCO Group of Companies.

This Code attempts to anticipate and adjust for the potential misalignment of interest between shareholders and Utility customers occasioned by Affiliate interactions through the establishment of parameters for transactions, information sharing and the sharing of services and resources, while permitting economies of scale and operating efficiencies.

These parameters are intended to:

  1. prevent Utilities from cross-subsidizing Affiliate activities;
  2. protect confidential customer information collected in the course of providing Utility services;
  3. ensure Affiliates and their customers do not have preferential access to Utility services; and
  4. avoid uncompetitive practices between Utilities and their Affiliates, which may be detrimental to the interests of Utility customers.
 

Affiliate Code of Conduct Compliance Plan

The purpose of the Compliance Plan (pdf - 421k) is to detail the measures, policies, procedures and monitoring mechanisms that ATCO Pipelines will employ to ensure its full compliance with the provisions of the Code by ATCO Pipelines, its directors, officers, employees, consultants, contractors and agents, and by Affiliates of ATCO Pipelines with respect to the interactions of the Affiliates with ATCO Pipelines.

The ATCO Group Inter-Affiliate Code of Conduct, Section 7.4, requires the Compliance Officer for each Utility to perform an annual review of compliance with the Compliance Plan and to prepare an annual Compliance Report (pdf - 1.7MB).

The ATCO Group Inter-Affiliate Code of Conduct Exemptions (pdf - 14k) posts the exemptions granted by the Alberta Utilities Commission.

The purpose of the Accounting Policies is to provide procedures for the allocation of Operation & Maintenance (O&M) expense for services shared between the North and South service regions within ATCO Pipelines.Also, it ensures that the allocation of costs is consistent between the regions over time.
